  7.     When U.S. troops rushed to Panama's National Police
  8. Headquarters two weeks ago to confront a small-scale revolt,
  9. they did so without waiting for President Guillermo Endara to
  10. ask for help. The reason for the breach of diplomatic
  11. procedure? At least four American military officers, including
  12. James Steele, head of the U.S. military support group in
  13. Panama, were in the building when the rebellion began. After
  14. American troops surrounded the headquarters, the officers were
  15. allowed to leave. The U.S. embassy then helped Endara make a
  16. request for U.S. aid.
